Gallaudet University Regional Center South at Alabama Institute for Deaf and Blind Names Candi Harbison to Newly Created Director Position

Gallaudet University and Alabama Institute for Deaf and Blind announced today that Candi Harbison has been named Director of the Gallaudet University Regional Center South at AIDB North Campus in Decatur, Alabama.

Gallaudet University and Alabama Institute for Deaf and Blind (AIDB) announced today that Candi Harbison has been named Director of the Gallaudet University Regional Center (GURC) South at AIDB North Campus in Decatur, Alabama. In this newly created position, Harbison is responsible for supporting the recent formation of a partnership between GURC South and AIDB to increase language access and support services to deaf children, their families, and the professionals who serve them throughout the southeastern United States.

GURC South provides K-12 support programs, critical services, training, and outreach throughout the Southern region of the U.S., including Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, Puerto Rico, and the U.S. Virgin Islands.

“We are very pleased to welcome Candi as our new director,” said John Mascia, AIDB President. “AIDB North Campus is becoming a center of growth as AIDB expands the number of programs on the campus that will serve the people of North Alabama and beyond. The addition of Ms. Harbison to the Gallaudet University Regional Center South will begin a new era of education and rehabilitation services.”

Previously, Harbison served as educational supervisor at St. Joseph’s School for the Deaf in New York City. She earned a B.A. in elementary education from Gallaudet University and an M.A. in educational leadership from the American College of Education. Originally from Jacksonville, Illinois, Candi started her new position on November 16, 2021, and will be based at GURC South in Decatur.

“It is an honor to be joining GURC South and the AIDB team,” said Harbison. “My broad range of experiences in the deaf education field, both as a teacher and administrator, have given me an understanding of the varied needs of schools and support structures that support the development and education of deaf children. I look forward to the work advancing the mission and goals that AIDB and GURC South have for the region.”

Gallaudet University and AIDB recently announced an expansion of services for deaf and hard of hearing children from birth through high school, their families, and professionals that serve them. Services offered include early intervention support, early language acquisition, professional development, high school to post-secondary transition, and career readiness. This array of services also includes the Regional Early Acquisition of Language (REAL) project, a partnership begun in 2019 between the Laurent Clerc National Deaf Education Center at Gallaudet University (Clerc Center) and AIDB, which has worked to provide support to deaf children in the Southeastern U.S. through the age of three. Harbison’s leadership at GURC South will allow the continuation and expansion of services and training to professionals and families in the region for students aged 4 through high school, supporting Clerc Center’s national mission to serve as a one-stop resource hub for deaf education.

“Through REAL and early intervention supports at GURC South, we want to ensure full access to languages for deaf and hard of hearing infants and toddlers, including American Sign Language (ASL) and English, so that by the time they reach school age they will already have had a strong language foundation as they begin receiving a formal education,” said Nicole Sutliffe, Chief Administrative Officer at the Clerc Center. “Candi’s work at GURC South will increase the reach and impact of our services at the K-12 level throughout the region, and at the national level in coordination with our other GURC Directors.”

When faced with the prospect of leaving home to go to college, learning a trade, taking a gap year, or going straight to work, high school graduates need confidence and skills to enter young adulthood. The capacity for self-reliance is not found in the relentless onslaught of information from mobile devices, cable outlets, emails, and social media feeds. Today’s students, and the rest of society, have not been taught how to manage their thoughts in this frenetic environment.

According to Leonard Perlmutter, originator of National Conscience Month and author of the new book, YOUR CONSCIENCE, “At present there is no educational curriculum focused on teaching students exactly how the mind makes a decision, every time, and how to use the Conscience as a practical resource in this process. This national essay contest for teenagers at a critical moment in their personal development, will establish an awareness of the positive value of regularly using their Conscience as a trusted guide to knowing what’s to be done and what’s not to be done.”

Report About Education Savings Accounts Asserts Small Taxpayer Savings but Sidesteps Larger Policy Questions

Key New NEPC Review Takeaway: Report’s claims about the price tag of a proposed ESA program avoid larger fiscal and outcome questions.

A recent report from the Manhattan Institute promotes Education Savings Accounts (ESAs) by presenting a scenario whereby taxpayer expense would fall if the program motivated families to move children from public schools funded by the state to private schools funded primarily by families.

Bruce Baker of Rutgers University reviewed Education Savings Accounts: How ESAs Can Promote Educational Freedom for New York Families, and found it to provide little useful guidance on the broader question of whether an ESA policy is warranted or would be good policy for New York State’s children or taxpayers.

ESAs are a form of vouchers, and the report is based on a set of assumptions concerning an ESA policy whereby the voucher would have a face value that is considerably less than the amount of taxpayer spending for a public school student. The report assumes that, even with this lower amount of spending, the ESA subsidy would work to entice families to switch from public to private schools—rather than merely subsidize those already attending private schools—thereby generating the taxpayer savings.

Again because the ESAs would be funded at the relatively lower amount, compared to the cost of educating a child in a public school, the report estimates that even a small share of families participating in the program would reduce taxpayer expense by between $159 million and $301 million. However, Professor Baker notes that these purported benefits would amount to estimated short-run net fiscal benefits of between 0.21% and 0.39% of the state’s annual public school spending.

The report also fails to note a large body of recent, rigorous research demonstrating that similar private school choice, or “voucher,” programs have had significant negative effects on student outcomes.

In addition, the report overstates short-term reductions that local districts can achieve, neglects increased transition costs in the public schools, and sidesteps potential long-term harm to adequate funding for those public schools.

Thus, Professor Baker concludes, while the report provides a reasonable framework and set of assumptions for establishing ESAs, it provides little or no useful guidance on the broader question of whether an ESA policy is warranted at all.

As Divine Mercy University (DMU) looks toward the future to accommodate the demands of the real world, it has added two new study tracks to the online Master’s in Psychology program: Human Service Counseling and Self-Design. These new study options expand career options available to students while equipping them to serve a variety of populations.

The Human Service Counseling concentration helps individuals gain more applied and hands-on training in interpersonal relating, group counseling, and addictions work. This concentration is intended for students who want to work in settings that focus on meeting human needs and promoting flourishing by focusing on prevention and remediation of problems. Graduates will be able to engage in professional and paraprofessional occupations in a variety of settings such as group homes, hospitals, correctional centers, day treatment centers, and social service agencies.

The Self-Design concentration is for working professionals or people in ministry who would benefit from a variety of electives. Students in this track can freely choose three electives based on their interests and professional goals. Electives can be taken in the areas of marriage and family, leadership psychology, or human services counseling. This option might be especially beneficial for individuals in ministry leadership positions as it allows them to design an individualized degree plan.

“Currently, about 25% of enrolled students in the Master’s in Psychology program live in countries outside the US. The desire is for continued growth for individuals who live in other parts of the world and would benefit from our training for their work and ministry settings,” says Dr. Julia Klausli, program director and associate professor at Divine Mercy University. “These new concentrations will help students get more specific training for their areas of work and ministry, and broaden the impact of the Master of Science in Psychology degree by reaching individuals who need more specific training and might not have considered DMU for their education without these concentrations.”

These new offerings, which will be available for the upcoming Spring 2022 semester, are just another example of how Divine Mercy University takes the needs of its students and graduates to heart, and embodies its approach to psychology as one that prioritizes the human person.

The Master of Science in Psychology is a 100% online graduate program which allows students to explore the richness of understanding behaviors, emotions, and thoughts through the study of psychology to aid self and others in flourishing. Students learn to integrate a Catholic-Christian vision of the person with best practices in psychological theory, research, and intervention. It also provides advanced skills that enable students to become transformational leaders. These skills include:

– Recognizing and responding to mental health challenges
– Gaining a Catholic-Christian understanding of the human person
– Becoming an effective community leader
– Crisis management acumen
– Effective communication and negotiation abilities
